IE isn't installed on my computer, and in Edge and Chrome this works fine, so I'd suggest you try a different browser.

How are you trying to scroll that isn't working, if using the scroll bar is fine?

Using my mouse scroll wheel. I wouldn't have mentioned it here if it was a general problem, but it's only on BUBO this happens (started after the recent - and rather lovely - layout changes).
It's not a major issue of course, but seeing the other comments I wondered if others had noticed this behaviour too.

Not a major issue indeed, but I have the same problem with mouse wheel scrolling in Firefox.

The issue (for me at least) is very minor in the great scheme of things, but it seems to be caused by the "stickiness" of the red bar across the top of the page. You can get past it, bit you have to scroll quite firmly; easier on my Mac trackpad than with a mouse scroll wheel on a Windows 10 PC.
Video below of the issue on my Mac. Seems to be on all the pages.
I'm sorry this minor issue taking up your time on your otherwise impeccable site, but thanks for looking into it.

That video is really helpful, thank you. I can make it happen on Firefox (but not other browsers) if I start scrolling very slowly. I can see it's annoying so I will see if anything can be done!

The issue is solved for me too - thanks for looking into this.
For info only (it's not an issue), for me the behaviour of the sticky header is different on a Mac and a Windows PC:
- On MacOS, running Firefox 73.0.1, the header remains in view as I scroll down the screen.
- On a PC with Window 10, running Firefox 68.5.0 (32-bit), the latest extended support release, the header doesn't follow as you scroll down - it disappears from view.
