Difficulty creating new lists

I've followed the instructions to create a new list, a British Columbia provincial list under Canada, and I receive a message stating I'm attempting to create a HIGHER list. What gives?

We use authoritative base checklists wherever available. Typically these are at country level but for larger countries, e.g. USA, and where official authorities exist for lower level locations, e.g. US states, we use these authorities. For Canada we intend to use the base lists produced by the provincial authorities but haven't got around to these yet. For example, I think the British Columbia Field Ornithologists produce a checklist and we would look to use this. Currently we've set up the system to disallow creation of sites at a 'high' level where we first want to get an authoritative checklist online first. Without this any site you create in Canada would have the full ABA checklist to select from, i.e. currently a list of 959 species even if it was for a Vancouver garden.

Since it will probably be a while before we do get all Canadian provinces launched with the official base lists, I'll add the provinces in myself using ABA as the authority for the time being. We can always introduce the provincial authorities at a later stage.
